The Role The Cost Engineer role is primarily responsible for analyzing the project estimate, liaising with other functions where necessary to agree the estimate breakdown and preparing a budget for the project that complies with reporting/project control requirements. Ensure that the business risks are reduced to a minimum and that costs and value are forecasted and reported correctly. Supporting the relevant regions and business line leadership in providing cost forecasting and reporting. Main Responsibilities & Key Result Areas Prepare and/or implement EnerMech and Client cost control procedures and associated cost coding. Phase the project estimate in line with the Construction Plan across the durations of each phase of the job. Ensure manhours and related costs are recorded and coded correctly and that timesheet submissions are made as required in order to support cash flow. Prepare cost, manhour, and cash forecasts based on updated progress, forecasts, and trends. Maintain Cost History sheets for every major area of the project. Prepare project cost and manhour reports in a timely fashion reflecting the current forecasts and trends complete with narratives and explanations for variances etc. Review continuously the current costs of all construction activities against budget and be aware of trends caused by changes to work scope. Control variations to work scope and support with an estimate of total costs of variations including manhours and manhour associated costs, additional equipment, materials, etc Liaise with planners to ascertain and agree on construction progress and thus future invoice values. Carry out analysis of trends and highlight potential problems with recommendations for remedial action on an "Early Warning" basis. Prepare ad hoc cost studies and estimates as required. Contribute to building a cost-conscious attitude throughout the construction team. Carry out additional tasks as may be required from time to time. Be aware of and identify potential back charges from Clients/subcontractors. Liaise with the Project Accountant with regard to the contract's actual rates and associated cost data. Possess a significant degree of expertise in all aspects of Cost Control. Requirements Essential: Minimum HNC/HND in Business Management, Quantity Surveying, or Law or similar. Experience in a cost-per-project controls role or an engineering discipline function involved in producing cost estimates or proposals. Commercial and contractual diligence. Risk analysis. Preferred: Project Management and delivery vs deadlines. Advanced Microsoft Office skills. The Role The Projects Control Lead role is primarily responsible for establishing the project planning system, draft associated written procedures preparing the Project Contract Master Schedule for all disciplines of work. Supporting the relevant regions and business line leadership in providing cost forecasting and reporting. Main Responsibilities & Key Result Areas Manage and coordinate the activities of the Cost Engineer, Contracts Engineer and Planning Engineer on all Project Control issues / tasks to ensure a high level of commercial and technical expertise. Act as an interface between the Project Controls Team, Project Controls, Commercial and Business Line management Manage, co-ordinate and integrate the activities detailed above to provide a high-quality business services function, ensuring a high level of commercial and technical expertise. Provide management with the tools and visibility to act in a proactive manner. Co-ordination of the preparation of all project and corporate weekly and monthly reporting requirements. Support with Project Change Management System, identification and cost and schedule impact analysis Support and provide input to project valuation and invoicing requirements. Advise the Business of any issues identified and any client dissatisfaction. Produce reports as required. Promote the concept of Continuous Performance Improvement within the Project Controls Team. Be conversant with the contract between EnerMech and the Client. Advise on budgets, cash flow requirements etc. Provide line management with information as appropriate to act in a proactive manner. Manage the day-to-day delivery of the contract and any allocated core or ad-hoc support teams. Accountable for managing EnerMech/Client-specific objectives/KPI’s to ensure actions are completed and targets met. Accountable for managing weekly/monthly client reporting – ensuring all monthly reporting is completed accurately and on time, including Quality Performance Reviews (QPRs), FPALs, etc. Attend client planning meetings to ensure mobilization readiness and gate compliance Make and implement recommendations to clients to improve, equipment or asset integrity/service delivery/equipment availability. Responsible for the completion of all accounts payable invoices on a weekly/monthly basis as required by the business line. Coordinate contract-specific incident investigations and Root Cause Analysis Develop and present monthly/QPR (Quality Performance Review) meetings. Travel offshore/to sites to carry out audits, management visits, and surveys once a quarter or as required. Accountable for sign-off on all contract CTRs (Cost Time Resource), Work packs, Invoices, etc. as “contract Representative”. Ensuring that NAV is used effectively and in line with processes to be able to track and report business performance. Manage and lead the contract planning control room sessions. Support the Operational Leader to liaise with EnerMech field crews on a daily/frequent basis regarding operational and project performance matters. Ensure that any Safety Critical Maintenance requirements are identified and actions by the EnerMech Technical Authority to delivery project requirements. Manage Work in Progress (WIP) and aged Debt. Deal with any employee issues with HR support where required. Requirements Proven experience in successful management and delivering the performance of projects through the project lifecycle. Demonstrable experience in Pipeline Pre-commissioning, supporting client organizations, leading teams, and strong commercial awareness. Offshore survival & OGUK Medical. Preferred: Project Management qualification or equivalent industry experience in managing project delivery. Mechanical Engineering Degree or relevant technical qualification with industry experience.
