Job Summary The Quantity Surveyor will lead key elements of the site-based post contract delivery of our cost management activities having daily interaction with the rest of the AECOM site supervision team. They will be expected to work well as part of a team and autonomously and know when to reach back to the office / line manager for additional support. Ability to integrate with key members of the design team and Client team. Assist in evaluating claims. Preparation of financial updates and monthly cost reports. Assesses and value progress payments and change requests. Review and compare scopes of work, production rates, and cost data. Preparation of earned value reports. Prepare, review, and update cash-flows. Estimate variation orders for Contractors/Subcontractors. Evaluate and negotiates variations and change orders in liaison with the Contract Administrator, Design and Construction Teams. Evaluate and negotiate final accounts settlements. Qualification Must have a QS or Engineering degree or similar equivalent Minimum 7 years of experience in quantity surveying for infrastructure projects Specific Skills Required High level of literacy skills in English. Arabic speaking considered a benefit. Principal Accountabilities Policy and Procedures: Make awareness of, and perform in accordance with the Company’s established purchasing policies and procedures. Participate and provide input to the review of existing or establishment of new procedures. Procurement Cycle: Handle complete procurement cycle for purchase orders and contracts (preparation, negotiation, follow-up, etc) with terms and conditions which afford the company the fullest protection possible. Screening of Bidders: Screen potential bidders and determine appropriate type of procurement. Market Research: Continually seek new sources of goods and services by monitoring local market developments to measure existing rates/cost and achieve uninterrupted supply of the desired goods and services. Technical Data Analysis: Respond to suppliers’ technical queries and analyse technical data in suppliers’ proposals jointly with the end user / technical coordinator. Assistance to Superiors: Perform related duties as assigned by superiors to enable achievement of company’s targets and programs. Development of Systems: Carry out studies towards the simplification of work procedures through process redesign and automation. Training Responsibility: Participate in the on-the-job training of trainees and newly hired personnel within the Section to ensure that they develop the necessary skills to independently carry out the assigned procurement activities. Experience Qualifications and Experience: Bachelors Degree in Science or Business Administration, preferably Engineering Degree from accredited institution. Minimum 8 years direct and relevant experience in a procurement function within oil/gas or petrochemical industry. Professional Certification in Material / Supply Management, preferably MCIPS and project management.
